What could be the cause of this?

What could be the cause of this?
Hello everyone...I went out to start my 87' iroc L98 (stock) and to my surprise, it does not start. When I first turned the key, there was no fuel pump priming....but once I took out the key again and tryed it once more, the pump wines. But, the car does not even turn over! I turn the key and there is a wining noise coming from the somewhere in the engine bay. Starts out high pitched and fades off. Not too loud. My battery meter reads a little under 1/4. The car has been in storage all winter and has not been driven this summer. I've started it alot to move it and whatnot though.
It did recently come back from the shop because of some paper towel being sucked inside of it (long story) and I do know they cranked it over alot. Could this be the the problem?
