thats the fuel pressure test port, the valve stem could be loose. Try tightening it up like you would a loose stem on a tire, i think you can use the same tool.

John is right, thats the schradder (sp?) valve and it used to test fuel pressure. Its the exact same mechanism as is on your tire valve stems. The core can be remove or unscrewed but you need a special tool. It could be the core is loose or gone bad (if possible) just buy a tool at walmart or some autoparts store or you can just go the junkyard and get the whole valve assembly from any fuel injected GM vehicle from the late 80s-early 90s... here is a pic so you'll know what you're looking at...
