3000 rpm idle won't go away

3000 rpm idle won't go away

Here's the break down. The car is a 91 Z28 with an L98 swap. Right now the car will not idle lower than 2500-3000 rpm and I'm hesitant to 'let it warm up' at such a high range. The only code I pulled was for CTS low. IAC and TPS were just replaced and I didn't find any vacuum leaks. I have open shorty headers until I can make the car drivable enough to get the exhaust hung. Any help is appreciated.

checked ALL vacuum lines and now the idle dropped to 2500. I noticed I don't have a charcoal canister and the CTS needs to be replaced. Can those two things make my car run so poorly?
