300 horsepower to the tire

I am in the beginning stages of planning out my build and doing research into specific parts, how much this will cost me etc. What I would like are some recommendations on is on the cheapest way to get to 300 ponies at the rear tires is. I want to achieve this on my 88 L98 GTA. I am assuming that I would need a new intake, full exhaust, and a tune? I am a new guy in this department so I need help. Thanks!

I was also going to say I need it to pass smog tests too. Im sure that will make it alot harder...
