Need TPI Diagnostic Advice - Not Starting

First post here, so I'm hoping this thread fits here (TPI) best since this is an engine issue in a finished swap.

Well, my brother purchased a 1970's 240z with a 305 TPI swap. The car has a 1990-92 style ECU and no MAF. Under his distributor he has an Accel 35362 Performance control Module.

The car always ran rich and now no longer starts. Obviously its likely fuel/spark. It's not a battery/starter issue. No recent work or new parts to blame.

Ran the little inline spark tester, and the coil is putting out spark. All 8 wires out of the distributor are getting spark. Plugs are new.

You can hear the fuel pump with the key in the on position. I thought I smelled fuel while turning it over with a plug out, but not 100% sure.

Any ideas? I asked at LS1Tech and they pointed me here but suggested checking fuel pressure (details how?) and the injectors (i do have a tester).

Put a fuel gauge on the test point of fuel rails and see what pressure you have
Use a noid light on a injector plug to see if you have the pulses required to fire the injectors
Check resistance of injectors; one bad or low resistance injector will shut whole injector bank down

We did swap out the accel ignition control module today with no success.
