The old fuel problem...

I have an 86 camaro with a 305tpi the issue is that is takes 4sec of cranking on average to start and the pressure out of the fuel rail valve reads 32.5-35psi with air line connected to regulator and disconnected jumps between 33-37psi(should be 43-45psi i know). Turn key and pump primes as it should (shows 25psi on gauge then drops to 0 psi however).Shut it off pressure drops to 5psi immediately.

So there could be more then one issue here. From my experience and from all I have read, issues could be 1)Fuel Pump, 2)Regulator (probaly should invest in one that is adjustable anyways) 3) Pump fuse by battery (checked and is good) 4)Vacuum line issue? 5)Fuel pump relay? 6) Fuel filter (changed 800 miles ago fuel had some particles in it)

I have checked the fuel lines all over and there is no leaks anywhere. The injectors could be leaking down creating the pressure loss after shutdown... I have disconnected the vacuum to the regulator and no gas there but it could still be bad?

I would rather not throw money randomly at parts that still work so any help would be great!
