REALLY NEED HELP with this 89 iroc

the car just wont start. the original guy had changed the ignition lock cylinders so the ignition that was on the steering column didnt have the resistor pellet but get this, he had put the original cylinder and key under the column by the fuses wired to the connector to bypass the VATS that way i guess. so i had a lock guy come over and make a whole new number 12 key with a new wire thing and a whole new cylinder and still nothing. i even changed the ignition switch and still nothing. the key guy said it could be that the pass key behind the dash just isnt reading it or getting the signal. Has anyone had this problem.? what do i do next?

I would start by diagnosing a VATS no start. The start enable relay should be behind the driver's kick panel. Use a test light to see if the primary side of the relay is being activated by the VATS module. If not, then you have a VATS issue. My best advice would be to install a VATS bypass module to replace the VATS. You'll also need to jumper the start enable relay.
