vacuum hose placement

Hi all, I have an 88 camaro with an 87 vette 5.7 tuneport, i was having some weird smoking issue at my throttle body and found out there was oil in my throttle body. I took it to my buddy and he rigged it so that the ccv acts as a breather and just took a small hose and connected where the ccv was on the throttle body to the port below it.
Now I've been searching all over the forums on what would cause the oil problem, and from what I've read it's either a pcv problem or bad rings because isn't that line supposed to pull air not push air?
He did a compression test and found out that cylinder 3 is only putting out about 65psi but the rest are fine which would make me think rings?? Also what is the port below the ccv port on the throttle body to??

ok so i just put a new pcv valve and the ccv is still blowin oil fumes and drops. I just ordered breathers off summit, one for pcv and one for ccv this should do the trick right? Because im assuming its rings and i dont have the money or time for a complete rebuild right now = (
