Can anyone tell me what is the cause of fuel fouling out your plugs? Fuel regulator,fuel filter,fuel pump or injectors? Maybe an electrical thing? Not sure. Thanks in advance.

I'd start by getting a fuel pressure tester & measuring the pressure & see if it holds pressure after the engine is off.
Any codes? Hows the tune up parts(cap, rotor, ect)?

Remove the vacuum line to the FPR and smell inside for gas, if noticeable then your FPR diaphragm probably tore.
Remove the intake elbow from MAF to TB, open throttle blades and smell inside the plenum. If this smells like gas then probably injectors are leaking.
Measure the electrical resistance of the injectors, they should all be very close to eachother (~16 ohms).
