TA on the Frits again!!

TA on the Frits again!!
My TA is running horribly again. I drove it to work the other day and everything was running fine. I went out to start it this morning and it would fire but would would not run unless I held my foot on the throttle. Man, what a let down I thought I had this thing licked.
I hooked up the lap top to it, and the IAC counts were at 160 and did not move at all when it was running. The car also smelled like it was drowning in fuel. The INT reading was at 128 and the BLM was at 152. They also did not move any while running. I ohmed out the IAC motor at got a reading of 57 ohms on both sides. I believe the spec for it is 50 ohms +/- 15 ohms. I also checked the plug for the IAC and found no opens. Bad computer and or prom with an intermittent problem?

Did some more rummaging around and found two cut grounds attached to the drivers side fender back by the brake booster. I have know Idea what they are for. I don't see any obvious cut wires back there. Started the car today, and it still runs really really rich, and wont idle unless you hold your foot on the throttle.
IAC doesn't seem to to anything according to the log. I unplugged the iac when I finally got it to idle on its own. It made no change in the way it runs. When It warms up a bit and finally runs on its own, it idles really low. 500 RPM or lower. Does anyone know what the ground wires are for? Included a pic of them and the log.
