GTA Failed inspection....repeatedly

Engine: 355 TPI

GTA Failed inspection....repeatedly
ok so I failed NJ inspection by ALOT. The only thing high is Hydrocarbons, and only on the low idle test. It passes high idle with flying colors.
First time I hadn't changed anything and the results were this:
Reading Standard
H/C ppm 1846 220
I then changed the Spark plugs, cap and rotor and went through again
Reading Standard
H/C ppm 424 220
I then changed out the wires thinking I am right there
Reading Standard
H/C ppm 1425 220
WTF!!!! The same day it failed with the new wires I got gas in the morning and the car didn't seem to be running as good, so I am thinking maybe I got some bad gas?
Yesterday I changed the Air Filter, PCV valve and swapped in a different coil but is still running crappy. I also checked timing just to see and it is a 6* BTDC which is right where it is supposed to be. It gets worse the hotter it gets which makes me think the ICM is crapping out but maybe its bad gas, I don't want to waste 46 bucks for a new one if that isn't the problem.
Here is a list of all the new parts on the car within the last year
Plugs
Wires
Cap
Rotor
Ignition Coil
CTS
ICM
Air filter
PCV valve
Fuel Pump (AC delco)
Fuel Injectors
Fuel Filter
Fuel Presure regulator
I am pretty sure thats it. the only thing left for me to change ignition wise is the distributor electronics.
I don't know what else to do and this is the first F-body I have ever had that just will not go through inspection. I have gotten them not running, fixed them and the first two stops are the gas station and the inspection station and they pass. I don't know what else to do.

if your failing inspection at the dmv...just go to a certified mechanic shop that can pass you. its like 20 or 30 bucks for them to put the sticker on and call it a day. better tha having those morons at the dmv rev the **** out of your car

Disconnect the fuel regulator vacuum line and have someone turn the ignition "key on", don't start the engine. When you hear the fuel pump prime, check to see if fuel trickles out of the disconnected vacuum line from the fuel pressure regulator. If it does, then the diaphragm in the regulator is bad, and causing your high HC at idle...
