89 TPI Fuel Pump Flow Rate?

Engine: 350 TPI, twin turbo
Transmission: 700R4
Axle/Gears: 3.23
89 TPI Fuel Pump Flow Rate?
Only got 25 lb pressure at the rail. FSM says to check for obstructions, then replace the filter, then replace the fuel pump.
I want to test for obstructions by opening the fuel line before the rail and giving 12v to the pump and seeing it deliver something like at least a pint in 15 sec or something like that. I can't remember where I saw the flow rate, here or in the FSM.
Searched here but can't find an answer. Anyone know? Thx!

Found it in FSM section 6C-5. 1/2 pint or more in 15 sec.

Should be 42# at the rail and 15-18 gal. per hour.
