Need some help with my 91 z28

Ok I have a 91 z28 350 with a t5 swap the problem it has is the idle jumps a little from 550 to 750 if I hold the pedal and keep it at 1500 or 1000 rpm it jumps -100+100 exhaust also smells rich. I checked the fuel pressure and with koeo it's 50 psi and koer it's 39-40 psi jumps up and Down with idle. Do I have a bad fuel pressure regulator its stock.shouldn't it have 42-45 psi koeo also when in idle and i accelerate the fuel pressure doesn't increase just stays at 39 psi.

Correct pressure at idle with the vac line connected
Have you pulled the engine fault codes?

Yeah the only code it had was 32 but it came on and went off while driving. Egr valve is new and so is the solenoid. The tps was at .48 adjusted it to .65 read it should be at .70 but won't go that high. Runs better but still running a bit rich also when I adjusted the tps to .65 it jumped all the way to 4.68 for a while by itself

Ok took it to get inspected today and failed the 15 mph test hcc was at 210 limit 105 co at .79 limit .71 at 25 mph barely passed hcc at 83 max 83. Also on first initial start it idles at 15 for 1 second them goes to 10 then to 650 the to 10 then stays at 650 shouldn't it idle at 1200-1500 for a while till it warms up
