Just went out and looked at my 88 Iroc w TPI (I have kept it original) and there is nothing bolted into those two holes you mentioned. Keep in mind these TPI's were in Pontiacs and Corvettes so 'something' may have been bolted there whether a bracket or accessory. Hope this was helpful.

Mine is a 91. Nothing in my either. Maybe they have something to do with earlier non serpentine belt cars? Just curious really.

The top hole is for a brace that goes to the AC head unit bracket.

They're used as mounting points for the hard line bracket on Corvette style fuel rails.

You can mount it there but that brace actually that you show actually goes on the drivers side and is a brace for the alternator. There are two braces for the Alternator.
