Injector won't pulsate !!!

91 Tpi swap into 81 Monte Carlo. Everything ran flawlessly before I pulled from Donor car. Fuel pump primes with key on and will run on starter fluid.
NEW ecm, and distributor . I have 12 volts at injectors on both sides, also ohmed them all out at around 14.7 what to check next

Did you disable VATS in the ECM or are you using the ignition switch and PassKey module from the 91? Without the passkey module and the ignition switch (with resistor key) or bypassing VATS in the ECM, the ECM will not pulse the injectors. Search "VATS" and you can read more about the system and how to bypass it or at least trouble shoot it. HTH!

Requirements for injector pulse, powered up ecm, powered up icm, cranking above 400rpm for the icm to send a pulse to the ecm.
Vats hz signal from passkey module or vats bypass.
The icm pulse is a 5v square wave on the purple /white wire on the icm to the ecm.
KOEO pin F10 at the ECM a dark blue wire is the pass key signal to the ecm. With a vom you will see 2.5vdc or a hz signal.

Recheck your wiring. I have a TPI swap in my 87 Monte Carlo SS. After I completed the swap, the engine would crank but would not start. Noid light showed no injector pulse. I eventually found out I did not hook up the vats wire properly to the ecm via the 15 pin connector. I was using a Vats bypass module. Now I have VATS disabled in the bin.
