Tpi confusion

so i will start of with a little background on the car it is an 1987 gta 5.7 tpi barn find car that was stolen in the early 90s they went to remove the drivetrain and did it junkyard style cutting everything so i finished the removal of the engine for a refresh. I had parted out a rotted running 1988 formula 5.7 tpi car so i used the wiring harness and computer out of the 88 in the 87 but i cant get the ruel pump to turn on no power from pin b2 the tan wire with a white stripe from the ecm to fuel pump relay if i jump it the pump works as it should . My question is is there anytimg that tells the ecm to send power to that wire or is the ecm no good.

These are the 2 ecms i have with the prom numbers can anyone tell me if the the 88s prom has vats enabled i have been getting conflicting answers on it

If memory serves, the GTA got VATS a year before other thirdgens.

If you can go into diagnostic mode the ecm is powered up. It gets power from the fuse next to the battery. Even with vats you should still have a 2sec prime. The abww would not have vats enabled.
