My guess is some part of the manufacturing process involves an arbor press and this one is a factory reject. This is the quality of parts we are getting from reproduction channels out of mexico, China, and Indonesia etc.
I have a set of brake drums for my mothers 1956 Buick Roadmaster and one is 14oz out of balance. The other is 10oz out. There's no other sources and good used is unicorn status at this point. I have to balance them myself.
I know SouthBay sells those - I would give them a ring. I'm sure they can inspect for that flaw prior to shipping.
