RPM don't return to idle until stopped

Folks,
I'm looking for some advise. 88 Camaro 305 TPI 5 speed manual.

I was having issues with the idle getting stuck 15-1700 RPM, which was caused by an header gasket leak and bad O2. However, since this has been fixed over noticed the RPMs will stay around 1200 with the clutch in/neutral, but will drop to usual reading of 700-800 RPM ONLY when car has completely stopped. Prom appears to be the correct configuration although from a firebird. Any thoughts on why it would behave like this?

I set my idle stop screw such that i have 0 steps in neutral. Basically told the IAC "you're fired!" For managing my idle speed... lol...

Also zeroed out the spark timing tables for managingn idle over/underspeed. Results in a much more stable and consistent idle.

No error codes. 24 is no speed signal at ECM right? I believe ECM is seeing speed signal, that was the first thing we checked. I don't currently have access to a scanner to verify that's still the case though.

Yes code 24 is lack of vss signal. Stuck throttle body blades due to worn tb or bad tps are the only other things I can think of. Sticky iac maybe. You can do a sweep on the tps blue wire to black wire starting out at .54-4.5 or so.
