My tranny shifts into 3rd at about 4300 rpm now. The downshift cable seems fine. It has plenty of fluid. Maybe it has a dirty filter?

 

Please clarify the problem. Is this the minimum throttle 2-3 shift RPM? Is this WOT? What does the 1-2 shift do? Do the shift points (either one) vary with throttle? How is the shift quality?

 

I dont notice any problems goin 1-2. In second it winds up to 4300 no matter how much throttle I give it. Then it shifts really hard into 3rd. Sometimes it shifts at 4000. Thats still way too high when I barely have my foot on the gas.
