TV cable on a 700r

TV cable on a 700r
Hey guys, I was wondering what the optimum setting for the TV cable is? I have a new Holley carb and Performer intake. I used the stock kickdown bracket and at low RPMs the car seems to shift normally. When I put the pedal down to get on the highway, it redlines before it will kick down to O/D. I have reset the TV by pressing in the detent button and then getting back in the car and press the gas pedal all the way to the floor. I hear it ratchet out, so I know that it is reseting itself.
Just a thought, I also replaced the vacuum secondary spring with a long yellow spring. I don't know if that is relevant or not.
If anyone has any thoughts I would appreciate it.

Make sure the geometry of your throttle arm and cable looks something like this too:
