I have a 85 IROC-Z with a 700r4.The trans is holding at 4500 rpm and I can take it up to 5200 rpms.It will only shift when I let off the gas and it pulls strong til then.Can any one help me.

 

What gear/gears are we talking about here? 1-2? 2-3? When shifting manually or in automatic mode?

1st thought is to make sure your throttle valve cable is properly adjusted. Other than than, we'll need more information as to what exactly is happening and under what conditions.

 

Ok from a dead stop it does it in 2-3.Rolling a long around 35 or 40 I can nail it and it does the same thing or I could be on the HWY kick it in to passing gare an it does it.

If I'm reading this right, when you are wide-open throttle, it won't shift from 2nd to 3rd until you let off the gas.

That's the good ol' TH700R4 3-4 clutch pack loose/worn condition. I've got it big-time bad.
