i found spacers on my kick down cable to my tranny

i was looking at my old tv cable that needs to be replaces and i noticed that the last owner of my car put 4 black little zip ties on the tv cable as spacers.
my question is why did he do this i herd from some ware that you do this so that the tranny will stay in 4th gear longer and you will reach a higher top speed then in stock form.
my other question is that when i replace this cable should i do the same thing or will i hurt the tranny doing it again i would like a high top speed from my car so will copying whats already done be smart or stuiped?

come on guys help me out
coem on im replacing it prolly tomorow and i need to no.
also i had to move my car the other day so i had to drive it 4 miles or so and being the tv cable wasnt hooked up i manualy shifted it my self when i did this did i hurt any thing i took it easy i didnt beat on it or any thing just did around 55 and kept the rpms doun also. get back to me asap thanks in advance.

It is possible that the cable was replaced with one that was too long, or if you have a carb, the TV bracket is in the wrong place.
Get the right cable if you can find one. Adjust your TV cable by
transfixleo's method. Do a search on this board for 'throttle vavle+
cable+adjust'. You will find at least one of his posts. Oh, btw,
driving with the TV cable off could damage your tranny.

the reason he has it there is for shift point adjustment...its an easy way to do it

i had a few extra zipties on mine so it would shift @ 6000rpm
