need TV cable adjustment/new converter?

need TV cable adjustment/new converter?
Just installed my ACT 9 1/2 2400 stall converter.
First, do I need to readjust my TV cable? It seems very sluggish on the bottom end and instead of downshifting, most of the time it just revs to the moon, fast. Is that just to be expected with new converter?
Second, how much does engine compression play a part in the converter? Mine is only 8.8-9.0 because it is built for a Procharger.Although I don't have that yet!
It just seems so lazy, berfore with the stock one if I floored it, it would drop down and scream. Now, the torque seems gone. But, I admit the new one feels stronger on the top. Well hope the questions aren't to foolish.
