Govenor spring tension

Got the govenor out (trans will not shift into second just red lines at 2k), I have P, N, R, and first and I lost second and up all at once) gears on govenor look fine, springs are VERY loose as if there are no springs even there. How tight should they be or should they be loose? Is there anything inside that can fail??? The teeth go out the the shaft, no abnormal wear and gouges. Manual says if this is fine then the problem is up in the screens and above the vavle body and I REALLY don't want to buy a new trans or tear this one to peices. Also manual does not mention anything on spring tension.

Woah! Hold up! Your engine won't rev past 2,000 rpm's? Is that what you're saying? If so, you can quit looking at the transmission!

It slips at 2k and the revs go threw the roof, on the highway I had to hold it at 5k just to get it off the highway.

Ah, ok. I misunderstood you description. Sounded to me like it wouldn't rev over 2K.
