speedo question

i have a 89 700r4 from a 89 rs and the lo3 tbi. i put this setup in my 84 that has a 3.42 rear and my speedometer is way off. do i need to change the speedo gears or change the vehicle speed buffer behind the dash cluster to correct this problem?

Speedo gears.
