700R4 won't shift

I was driving and I went to get on the freeway and got on it and it wouldn't shift out of frist. This has happened before so i knew i had to check the governor gear. I took it out and it was alittle chewed up so i changed it. I put it back in and drove it and it still wouldn't shift. I checked the governor when it was out and the weights moved freely. If anyone has any ideas what else it could be i would like to hear. Thank you

Thanks for the help. I read up on how the tv can get stuck and how it would shift at a high rpm. So I went out and re adjusted the tv and put it all the way in. then I drove it and held it at wot and when it got to about 4500 rpm it shifted into 2nd. I drove it more and the shifting got better and I adjusted the tv the way it suppose to be and its fine now.
