Normal downshift at full throttle?

If I floor my car at highway speeds like 60+ it'll pull fairly hard for a bit but then it'll just keep creeping along at high RPMs in 3rd gear and only when I let off the pedal will it shift and kick forward.
However that shift feels more like the car was being held back than just a regular gear change. It's hard to describe, It kind of lurches forward smoothly but if I floor it again it'll down shift into 3rd and try to climb in 3rd which is at redline.
Maybe this is normal OverDrive crap but I have no idea.
Lemme know what you think.

It's a new TPI 350 Crate with a newly rebuilt 700r4.

Perfectly normal, a stock 700R4 won't shift into O/D at WOT. You can modify the transmission to do it if you want.

Not a shift kit, but you can modify the TV sleeve. Do a search for a post by Pro Built Automatics.
