TQ converter re-stall

Ok guys, dumb question time, If a torque converter has been re-stalled has it been taken apart for this procedure? Logic tells me it has but I don't know as I've never done it or had a trans shop do this for me. Reason being as I have one coming today and this was just brought to my attention

They cut them open on a lathe, change the angle of the vanes or some such thing, and weld them back up.
