help.... 700r4 slips

i've had this rebuilt trans now for about 6 months and it's always had this problem. it has 6 month old precision 2000 stall 12inch torque converter installed in it. it feels like the torque converter slips real bad when unlocked. if i'm driving on the freeway and the converter is locked and the rpms are at 2000 and i give it gas untill the converter unlocks the rpms will clmb upto 3000 and if you give it more gas it will climb upto 3500 rpms but the car will still be going the same speed + 3 to 4 mph. if i manually shift it, with full throttle through the gears and put the selector in D and keep my foot on the gas the rpms will go upto about 3500, once it gets to around 3700 rpms or so the rpms will start to slowly drop to 3400 and you feel the car pulling alilttle harder as the trans engages all the way. the trans slips inbetween the 3-4 shift. if i'm just crusing, with the selector in OD, just giving it enough gas to excellerate slowly and its in 3rd gear at around 40 mph with the rpms around 1500, all the sudden the the rpms will shoot upto 2000 and then it will drop to 1200 "OD" and the car will be going 45 mph and everythings fine untill i give it enough gas for the torque converter to unlock then it starts slipping again. please if anyonw= has any clue or idea about what i'm talking about please help me.
