Yet another 700R4 dilemma

Transmission: T-5
Axle/Gears: 3.23 posi
Yet another 700R4 dilemma

So it hits 3-3.5k rpm before it shifts into second, there is no 3rd or 4th. Not the original tranny or block, the mechanic that put the tranny in said to try Trans-X but that didn't help, replaced the detent cable (the old one was binding in the plastic shield), still no 3rd or 4th.
Help?
Can a stock 700R4 handle a Chevy 350 ok?

Yes it will be fine but it sounds like you need to take it to a trany shop. Not joe blow on the corner. you know.

Actually the guys name is Joe...

It's supposed to be handled by the guy that dropped the tranny in so hopefully I won't have to deal it anymore.

Losing 3rd and 4th gear is the typical way that a 700r4 fails. Sounds like rebuild time
