On the highway, in fourth gear at a steady cruise, give it a little throttle and watch the tach. If your tach goes up before you feel the car accelerate, it's not locked. Also, give a little throttle without downshifting and watch the tach while you ever-so-slightly press the brake with your left foot. The tach should jump up a little as the converter releases.

I'm not sure about newer cars but used too, you could barely put pressure on the brake pedal and the converter would unlock due to the switch on the brake pedal and your rpm's would increase.
