lock up or not?

Car: 1970 GMC LWB Street strip
Engine: 383 stroker
Transmission: 350TH
Axle/Gears: 12 Bolt 4:11
lock up or not?
this motor and drivtrain are completly built up, i bought it this way. I dont know if it has a lock up or not, thre is not toggle switch so if it is lockup someone didnt swithc over, It used to be TPI from the factory now its carbed. How do i tell if its lock up converter or not.
I dont know if this would cause it but when i nail it, it kicks down and the RPMS go up and you can feel the car start to go faster, just not as quick as it should, its kinda hesitates, what could that be, the converter??
Anyway my main questions was what could cause the car to be doin that, and how do i tell if i have alock up or not?
Also if anyone knows how to test the stall speed of my current converter i would appreciate it. thanks
