shifting to high

I have an 89 Formula 350 with a newly rebuilt 700R4 with performance clutches, shift kit, and corvette servo. Just put the trans in on Friday and the car is totally different now. Wow, it can now lay rubber in second gear and moves very well. The thing with it though is that the car seems to shift at around 5,500 rpms before shifting into second. It seems to almost run out of breath before shifting which we all know is a problem with the tpi set-up. However, if I lift very slightly off the throttle, it will shift quick. I have the detent cable adjusted properly. I even whent as far as to install lube guard additive for protection anyway from heat but also keeps things lubes and free from stick. Could this be a governor issue? Thanks for any help on this.
