throttle kickdown adjustment...

well actually, it isn't installed... my car is an 83 t/a... ever since i've had the car (less than a yr) the kickdown was never put to use, i'm thinking of reinstalling it... how do i go about it? the cable with the black plastic assembly is there, it's just not hooked up to anything right now... first, how do i check if it's still connected to the tranny? what sort of tension should i feel when i pull on the cable? should there be a click or something? is the whole thing mechanical? all i know is that it should downshift a gear when the cable is pulled...is that all there is to it? thanks...
