Change it as in replace it? Yeah, there's one bolt holding it down to the tranny... I think a 10mm? Spray that area down with a brake cleaner, or wipe it with a rag, before you remove the bolt & TV cable from the trans. Otherwise, any crap that's in that area can fall in!
Disconnect the TV cable end from the throttle linkage first. When you lift the TV cable out of the trans, there will be a thin rod that links the trans-end of the cable to the inside of the trans. It "hooks" into an eye at the end of the TV cable. A bit of playing will let you slip the metal rod out of the TV cable end.
Keep a note of the rubber bushing that the trans-end of the TV cable housing goes into. Sometimes it stays on the end of the TV cable. It's no biggie, just slide it off, and put it back around the hole in the top of the trans.
If you're talking about B&M's 4-3 kickdown valve, you can do that without dropping the valvebody, but you will have to take down the pan. It replaces the sleeve that the TV valve rides in. The TV valve is controlled by a lever (big funny looking mechanism with a spring), and that lever is attached to the TV cable's "rod" that I mentioned above.
I've heard the GM 3-4 WOT Upshift sleeve does the same thing as the B&M 4-3 kickdown kit. (They're the same part.) The GM sleeve is supposed to be only $16, so if you haven't bought the B&M kit, you might want to consider that GM one.
I love that B&M 4-3 kickdown valve. The trans really holds fourth- in fact to pass someone, I get to pull the stick back into 3rd (drive)- very cool.
