Non Lock-Up Converter????

I am looking at the TCI Breakaway torque converter for my 700R4. Now I don't know much about transmissions. What exactly is the difference between a lock-up converter and a non lock-up converter? The Breakway converter says non lock-up. Any help would be greatly appreciated. Thanks.

In the true non-lockup torque converter, there is not any provision for a clutch. All 2004R's, and all 700R4's have this clutch. This clutch is designed to give maximum gas mileage while in overdrive or drive in some instances. Non-lockups will lose a little gas mileage, depending on the stall rating and rear end ratio.
Hope This Helps!!!
