I just put a brand new Hughes 2500rpm stall converter in my 700r4 after I finished rebuilding my engine. Originally it ran fine and shifted around 2100-2200rpm. However, now it seems to be shifting around the factory 1800rpm. I don't race this car but I have driven it hard a few times. Is it tore-up already?

If the car moves forward or backward, and is not vibrating, the converter is likely fine. Sounds like the tv or governor. Set the tv cable as per the shop manual and see if it fixes it.
Thanks for the reply, Floor guy! I don't know much about transmissions. I did think of the tv cable but I haven't messed with it. Can it "change" on its own?
Yes they can. The ratchet teeth that hold them in position can wear, or the cable can stretch over time
