700R4 woes

I recently acquired a 700R4 that wasn't shifting correctly. It would only shift if the engine reached redline. I checked the TV, TV cable, and the governor, all of which seemed to be in order. So I pulled the transmission, gutted it and rebuilt it.

After putting it back in today, I fired it up and I'm getting the same results. No matter where the throttle is, the tranny will not shift into second until 35 mph (redline). Once it's in second, it will stay there if I decelerate below 35 just like it's supposed to. It repeats this process with third gear. The shifts seem a little firmer (I added a shift kit while I was in there), but nothing else has changed. This is my first transmission overhaul, so I'm wondering what happened.

I did notice that my wiring harness for the valve body and TCC lockup 'noid was more expansive than I've ever seen before. I've only ever seen one wire each running from the plug to the TCC 'noid and a single sensor in the back of the valve body. This valve body has two sensors, with two wires plugged into one and one in the other. I also noticed a nick in one of the wire sheath that exposed bare wire underneath, but it looked and tested superficial (a multimeter showed continuity across the defect).

Also, when I pulled the transmission apart for the rebuild, it revealed a broken 1-2 accumulator spring, and a 3-4 accumulator spring that was missing completely. I don't know what caused this, and I'd like the broken spring to not be repeated. I replaced both as per the shift kit's instructions.

I'm about 98% sure that I didn't screw anything up because I double checked every step. I'm gonna go ahead and replace my TV cable with a new one just in case. What else could be going wrong here?

EDIT:
There's one thing I did forget to mention. When I first went to drive away with the rebuilt transmission, it seemed to be shifting normally, but I can't tell for sure because it was slipping horribly. I could hardly accelerate at all. The slipping was fixed with the proper level of fluid, but now I've got the shifting issue.

I replaced my TV cable today, and there was no change. The old cable was streched out quite a bit, but there were still a couple "clicks" left.

EDIT:
The location of the TV cable seems irrelevant. Adjusted correctly or not at all, it does the same thing. I'm getting plenty of tension when the cable is pulled, so it's almost like the valve is stuck at WOT. This doesn't make sense, because the valve moved freely when the valve body was on the bench. I payed particular attention to it, and it showed no signs of wanting to stick.

No one has any idea?
