5k is ok for a stock 350 tpi.
it depends on your cam, heads and intake.as those determine your power range.
if nothing wild is done to your motor, then your ok.
you change shift points with the governor,by replacing it,or adding or removing weight from it.i think b&m still sells a kit.
this one is the one used in tpi vettes

there is a 495/485 lift cam and 10:1 compression. 0-60 was in the mid 5s when it didnt break the tires loose from launch or smoke from 1st to 2nd. i think thats a good improvement i just wasn't sure on shift times or how much i would really achieve from the extra 200-300 revs. also power range is to 5600rpm

Re: optimum wot shift from first?
swap the governor out for the one i gave you the link to.right out of the box it should bring you up 3-4 hundred rpm.(5,200 wot) the governor is under a round metal cover, driver side of the trans right before the tail housing.
changing the weights on the governor is trial and error, but would let you really dial in shift points.huge p.i.t.a.
you could verify the gains before the swap by man. shifting the car and see if the motor keeps pulling or starts to plain off.

i dont like any more than 5500 on a stock bottom end but there are guys in the engine section that swear by 6200.

Mine shifts automatically at 4800 rpm's. I try to hold it for more than that. I am readjusting now caus I just installed a new stall converter.
