Could someone be so kind as to tell me what this part is and what it does? It was bolted right next to that torque arm bushing piece I think. Its from a 700r4.

I had a hard time finding one of those when I needed one - I finally found one on a JY car, not in the best shape, and slightly different (was off a dual cat car or something), but I made it work. Mine was busted in the metal part, not the rubber soft part that runs to the exhaust.

If you can't find another one, just drill out that big rivet that holds the rubber part, and replace with anything flexible that won't burn up too quick (like a chunk of serpentine belt or something), and reattach with a bolt/nut. On the bottom end (missing in your pic), there was another metal; part that attached to the exhaust - could just use a piece of strapping material there, wrap around the exhaust, bring the two ends together, brill a hole through the serp belt piece you installed, and run a bolt/nut through the two strap ends with the belt mashed in the middle.

I had a couple exhaust projects a few years ago. Some time looking the parts up in the Walker catalogue worked; none of it was listed on the usual websites.
