Engine: 383 Stroker

700r4 not shifting
I have an 87 z28 with a 383 in it.
When I accelerate all the way the car doesn't want to shift it will just keep going up to about 5500 rpm that's where I let off the gas and as soon as I do that it will shift. When I'm driving around town at normal speeds it shifts perfectly. I am lost can anyone help here.
