9 bolt posi shims?

I have a 9 bolt rear in my car with less then 1000 miles on it. It has new friction cones as well as all other new parts. It is not posi half the time and fails the posi minimal break away test of 35 ft.lbs. I know I have to shim the friction cones. Does anyone know where I can find friction cone shims for a 9 bolt?

http://www.ratechmfg.com/gmstandard.htm

1104 is
ID. 1.450
OD. 2.250
thickness range .020-.050

You need
DIMENSIONS FOR SHIMS:
Max Outside Diameter=2.5"
Min Inside diameter= 1.5

according to this article
https://www.thirdgen.org/9boltservice

Both. The pinion shims were the closest I could find to use on the cones.
