It's possible theres so much debris in the oil (clutch/band material, metal, etc.) that it is interfering with the shift valves in the valve body. A spec of dirt can cause them to not work well or at all. Is the governor matched to the valve body?

im beginning to think the 700 r 4 is a weak and badly designed transmission. I have began looking around here and elsewhere.and im finding WAY too many GM vehicles that are otherwise fine cars EXCEPT they had a bad trans and got it rebuilt, they HAVE a bad trans that needs rebuilt,or they have a trans that WILL need to be rebuilt sooner than later. you guessed it , they have 700-r-4s or its evil twin , a 4l60-e. I would rather keep my car all original, as its a nice rust free car.but hell a manual trans of ANY kind would beat this ****, hands down. and really ,my only comfort is its NOT a ford!!

The early ones usually went south around 60k miles. The '87 and later ones are a bit better.

In stock form it's not a transmission that will take a lot of abuse (like treating it like a manual). I also feel that these things die from neglect, mis-adjusted TV cable and a general mis-understanding of how this transmission is designed to work (poor rebuilding practice).

I have 86k no-abuse miles on the one in the IROC. I have a 4L60E with 130k in my GMC Safari that's still going (it's always had a funky 1-2 shift, though).
