TV cable question.
I bought a '92 Z28 convertible from California a couple of weeks ago and had it shipped here. The car has 123K miles and the previous owner told me that the trans was rebuilt recently, by Leons Transmissions in Garden Grove, CA, if anyone is familiar with them.
Anyway, I was cleaning underhood and noticed the TV cable is hooked to the throttle like this:


Basically a wire twisted around the throttle. Also, the button that adjusts the TV cable is missing. How do I fix this?

In the meantime, what would happen if that wire slips off the throttle? No downshifts?

Nothing serious; just, the transmission would burn up within a few miles. No big deal. 
It would be regulated as if the motor is at idle (very low line pressure), so applying torque would therefore likely exceed the clutches' ability to hold.
