700r4 not shifting into 3rd and 4th

So, about 6 months ago I had a shop put in a brand new 700r4. It worked flawlessly no problems whatsoever up until recently. I just replaced the carpet this past weekend and had to take out the center console and things like that to replace carpet. When I got the carpet in and put the console and everything back together I took it for a test drive and it wouldn't shift to 3rd or 4th. It also bogs really hard in 2nd. So I adjust the TV cable and then it started shifting fine again. The next day I take her out and it's doing the same thing, so I adjust the TV cable and it was running good again. Now today it's doing the same thing. Please help I need this car running as it's my daily driver!!! Thanks.

the tv cable isnt for adjusting, its for setting to the one correct position. incorrectly adjusting the tv cable will burn up a transmission.

I just did the carpet in my thirdgen this summer and removed the entire interior except for the dash and I can't really think of anything in the center console area that would prevent 4th gear from engaging.

Ok, also I noticed their was a frayed and rusted cable that ran from the shifter to the drivers side foot well to under the pedals through the firewall. I wonder if that is the issue, and if you know what the name of that cable is that would be great thanks.

Two cables run from the shifter.

One is the shift cable that routes to the transmission. The other is the park/lock cable. It routes to the steering column.

Make sure that the shift cable is properly adjusted and that you're not "in between" gear ranges.
