Checked fluid level
Adjusted tv cable from TBI linkage
Cleaned the govornor and put it back in
Added a little bit of fluid.
Still won't shift into 2 3 or od
i heard you can *remove tv cable from the trans, and while the engine is running while in nuetral, grab the TV cable with pliers from under the car and snap it back and forth*? Is that the correct procedure?

Removing the TV cable from the transmission will create an ATF leak on your garage floor, even with the engine off. Don't run the engine with the transmission open and/or without fluid in it.
If you did do what you describe, you'll only be working the throttle by pulling on the TV cable from underneath the car.
