TCC lockup questions.

TCC lockup questions.
A couple of questions.
I have an otc enhanced by mac tools, with the pathfinder 3 cartridge. The manual says:
"On 1989 5.0L and 5.7L Camaro, Corvette, and Trans Am the TCC LED will not light up when the torque converter clutch engages, since the data item is not available in the data stream."
Does this mean that the ecm does not provide any data on the tcc or that my scan tool can not read it?
Second, when I attach my multimeter to ports F and A on the aldl, I read 11.2 volts, but when I attach my circuit test light to them it does not light. So I measured the amperage at port F, and it read 9.8 mA. The test light I am using is a cheap harbor freight 12v/3w tester.
So the question is am I using the wrong test light for this, or is the circuit not providing the current that it should be?
Can someone with a working lockup measure the amperage, and tell me what it should be?
