Is the 9-bolt a "torque sensing" diff?

Is the 9-bolt a "torque sensing" diff?

or are my cones shot? With both wheels in the air, turning 1 wheel makes the other turn in the opposite direction. I assumed that the posi was spent, but when I drive the car I've got substantially more traction than my 1-legger IROC has. I can't get the car (88 305 TPI 5-speed GTA) to chirp 2nd gear. It just grabs and gos. But, this thing doesn't hook anywhere near as well as my friend's 99 SS, so I spose the diff could still be slipping under hard torque. Any ideas?

I used to have a 9bolt in my 91RS(yea, put it in). And before we put it in it did the same thing. I'm pretty sure thats normal.
