heres the problem im driving the car not quite WOT shift to 2nd gear fine then going to 3rd it revs up then grabs into gear, its really sluggish, but ive heard that adjusting the TV cable can help shift points and give harder shifts, if so tell me how to adjust it, if you dont think that will help tell me what you think, it is a '92 RS 700R4 trans

I don't know if this will help you much, the picture isn't that good and it's on a v6, it works the same way on your car though, the stuff it just in a different place.
You need to push this thing that's supposed to be like a button in, it's really hard to get to on a tbi car, or it was for me. I might have had to take my air cleaner off to get at it. Mine was real hard to push in on the tbi car.
Once you've figured out what I'm calling a button and can push it in. You need to push it in and slide that little "rod/slider" thing toward the firewall. Then take your finger off the "button" and use your hand to take it to full throttle, that little "slider" should snap into place where it should be.

I've read in Chevy manuals, that you find the bracket holding the TV cable. Ya kno that metal piece that you move to increase idle and speed of engine. That is the the TV bracket. Theres a button on the side, push and hold that in. While holding it in, push the the cable ((closer to windshield if you will) its still located on the plastic piece that holds the cable before it reaches the bracket) until it reaches collar of plastic piece, when it stops moving. Let go of button, then move the bracket all the way to full throttle it should ratchet all the way then let go. Just check a manual out, like Haynes, Chiltons, it should be easy, however I've never actually done it.

I had the same problem. I adjusted the cable sheath toward the windshield about 6 clicks (through trial and error) after resetting it and it did help improve shift points and kickdown. But it shoulds like he might have an internal problem with the transmission such as glazed friction surfaces or something of that sort.
I personally don't have the cash to have my trans rebuilt at the moment, so I installed a shift improver kit to raise the pressures in the transmission. The 1-2 shift practically snaps yer neck, but the 2-3 shift is closer to normal. I just did this in hopes to prolong the glazing of the surfaces or whatever's really going on until I can save up the cash to get it fixed right.

To adjust the TV Cable skip the book method and do this: Press the 'D' shaped lock button on the adjuster and loosen the cable setting (The black housing that the metal cable is in will move forward). Now, have someone floor the gas pedal while you check to see if the throttle plate is open all the way. Usually they are off a little and will wiggle. Do whatever you have to do to get it open solid. Now, with the pedal still floored, press the 'D' button and pull the cable casing (the black tube) back as hard as you can (putting maximum tension on the metal cable) and release the button. You now have the engine, tranny and gas pedal all in sync at WOT. Mark the cable casing so if for some reason it gets moved you can know where to put it again. The problem with the 'self adjust method' is that it bends things and puts them permanently out of whack. It is also the full TV setting, which is theoretically what the GM method does.
This may help if the cable was set looser than this but it sounds like the 3-4 pack is on the way out, which is not uncommon at all.
