Any one has info on torque spec of starter bolts. Do I need to put lock-tie?..

I just get 'em tight. Not sure you can get a torque wrench on there. Locktite isn't typically used for that...
I replaced it yesterday (with new battery) and made sure it was good hand tight. I had an excellent first few start and drove car around for few hours. After that engine cranks but there is a weird sound (sounds like a slow light crank) and I had to pump the gas pedal many times before car started and it stalls till I rev few times, then it settles. Only thing I changed since last time and now, is the starter. I am thinking since I had not torqued the bolt it might have got loose and probably not cranking well and hence car is not starting.

Torque goes with hardware size.
They're 3/8"-16. Torque on that size bolt should be around 30 ft-lbs.
Put around 30 ft-lbs on em.
"Pump gas pedal may times" isn't related to starter bolt torque. Or anything else related to the starter for that matter. Sounds more like the fuel bowl is draining. Leaking well plugs most likely.

I defiantly had put 30ft-lb.
I did thought of fuel system having issues, but since it happened right after starter change .....put the blame on ;starter'. Now think of it and after an hour drive, even if starter had some contact issue, car should have started right away, being hot and running, and I did not need to pump gas pedal so many times.
Next troubleshoot .....fuel system..
